What Is 508 Remediation?

For those of you who know what 508 Compliance is, you understand why this is an important subject. For those of you who shuddered when you read the subject line, this post is for you.

Although the Annual Enrolment Period (AEP) for US Healthcare companies is a few months away — with all the associated regulations: deadlines to have the content mailed out to the insured; language requirements, and 508 Compliance for the insured with disabilities — it’s a good idea to get a head start managing the complex compliance process to ensure faster deliveries and reduced costs.

Many of our healthcare clients have started by getting their finalized English content through various approvals and meeting CMS deadlines, and we’re working right alongside them for the language requirements. For many of them, 508 Compliance is still in the backseat because deadlines are less exacting.  But we’ve noticed that many of our clients are still unsure about what they need to do and what they can do to prepare.

So, let’s explore what needs to be included to be 508 Compliant. In January 2017, the US Access Board approved a ruling addressing Web Content Accessibility Guidelines (WCAG), which officially adopts 17 WCAG 2.0 success criteria. The board has mandated that compliance take place within 12 months of the ruling, i.e. January 2018. The EU and UK have similar requirements, but with longer implementation timelines.

What is covered under the guidelines when it comes to AEP? Any content in published or online format – for example: mailings, email or web content. What needs to be included to be compliant?

  • Large Print
  • Braille
  • Audio / Speech
  • Simplified text

To be compliant, a 508 Remediation needs to take place and this is where we come in.  Donnelley Language Solutions’ team of experts has extensive knowledge in remediation services, specializing in making documents achieve compliance against the standards of Section 508 of the National Rehabilitation Act, and along with other standards such as WCAG 2.0 or PDF-UA.

Our remediation services are delivered as an accurate, comprehensive and cost-effective package to help our clients seamlessly achieve compliance standard for healthcare, traditional or large volumes of PDF documents and interactive forms.

Our 5 Critical 508 Checkpoints include:

  • Tagging structure: Consistency in tagging structure for Tables and List elements
  • Logical reading order: Maintain the logical reading order in a document in conjunction with tagging hierarchy for assistive technology to read out.
  • Order panel verification: To ensure that all the content in client-supplied PDFs is either tagged or artifact.
  • Quality checks: Two-step quality checks, electronic and manual, are done by a separate team of experts to review the quality of the outgoing product.
  • Content integrity: Integrated electronic workflow (including active URLs, Links, and TOCs) to ensure content integrity.

While Annual Enrollment Periods may be seen as “seasonal”, 508 compliance is a year-round commitment in order to ensure compliance. We can help you not only be compliant, but we can also make sure the management of your compliance is streamlined and most of all, on time and on budget.
